PR - Vacation, Holiday, Sick - Accrual and Limits

We need a new way to accrue vacation, holiday and sick hours.  The current system cannot fulfill our policy of vacation, holiday, and sick hours accrual.  We need a system that can do the following:

1. Accrue all vacation, holiday, and sick hours on the anniversary date of the employee for more than 99 hours.  Currently you are stuck with a two digit field.
2. Set a minimum and maximum range for a control code.  i.e. I want V1 to apply to the first and second year of employment, then V2 to apply to the third and fourth year of employment, etc...  This kind of works with the current system, except that if you want to use the "Next Code" feature, you have to make a new code for every year of employment even when there isn't a change in accrual.
3. Have an option to not carry over the previous year's balance.  "If you don't use it, you lose it."

Number 3 is the big one for us.  We can cheat the system for 1 and 2, but 3 causes the system to not work at all for our policies.
