JC - Sales (or technically Use) tax not showing as committed cost

Sales (or technically Use) tax does not show as committed cost when a PO is posted for a taxable job.  We've had complaints from our Project Managers that they were expecting one cost and when the job was done, got another and when investigated, it appears to relate to the POs not showing tax as a committment until the invoice is posted against the PO.  If a PO is posted to a taxable job, why wouldn't the tax show as a committment?
