Average Hours Report refinements requested

I have a need for the average hours report to only include those employees who have hours and wages for the check period requested.  We have a large workforce who are employed sporadically throughout the years.  They come and go constantly and so we do not enter termination dates.  Having a termination status creates an issue when they do return to work.  It would be very helpful for this report to only include employees who have hours and wages within the time period specified.
