Job Status - Function Security

I am requesting that the ability to change the status of a job be split between Active/Inactive and Complete.  I want to allow our billing clerks to mark a job Inactive once they've billed it in full but I only want the highest level to be able to reactivate a job that has been marked complete.  Or at the very least a job that has been marked complete in a previous fiscal year should only be able to be reactivated by a Level 9 security.  It just doesn't make sense to me that Job Status has a level 4 security in the first place. Completed jobs should only be allowed to be reactivated for unusual circumstances and not as a general rule!
