Field Length: Expand Fees to more 3+ decimal points

In T&M  module (T&M / Maintenance / Billing Set up), the "fees" option is limited to 2 decimal points.  We add  local taxes that are three decimal places long.


We are currently entering this fee as a flat rate and must calculate the fee on each invoice.  Any change/revision to the invoice requires this fee to be recalculated.  Very inefficient and an opportunity for error.
