Provide an error message for Pre-timecard import when a timecard batch contains a cost code that is inactive in Spectrum.

We use a custom timecard program in the field, where the users email a text file containing the timecard data for each job, to the accounting department.  The accounting department then imports this Text file using the pre-timecard import function.  Presently if the text file contains an invalid (non existent) cost code, it is flagged as an error.  But if the cost code is flagged as inactive, the pre-timecard import allows it to process through as though nothing is wrong.  Clearly if a cost code is flagged as inactive, and time comes in anyway, someone made a mistake: either accounting incorrectly flagged it as inactive, or the field is using codes that they shouldn't, but in either case the problem needs to be fixed before continuing to further process time for the job.
