Union: Add "Base" to formula builder as an element

Currently, the only option to calculate a percentage in a payroll formula is "% of Gross". Some of our unions calculate their taxable fringes as a % of BASE, not Gross. The current work-around to set it up as a deduction on the union code and not to check "add to gross", then create it as an add-on poses many problems within the payroll and union reports. In many of the payroll reports, the gross amount is mis-stated because it isn't including these add-ons. Then on the union report, it's doubled up because the total includes the amount from the "add-on" column and the deduction amount (although the accrual is correct). We've then run into problems when doing replacement checks. They don't process correctly - so we have to void the check and re-key in a new check. This will pose additional problems when we cross a calendar year and have tax changes since we can't use replacement checks for jobs that use this union code.
