Flowchart for PR tax table resident exemption setup decisions

We have found that adding new county and/or local tax tables are becoming more complicated in states like Kentucky. For example, a city has just implemented a new occupational tax that involves new employee withholdings. The county now has two tax rates, one for residents of the city and one for county-only residents. Work/Resident Exemptions needed to be put in place to prevent double taxation between the two county rates for only individuals living in the city.

I would like to have available for download a flow chart or matrix for guidance on setting up the proper resident exemptions for tax tables. In other words, something that would help in determining what is exempt in such and such scenario. Adding tax tables is not an everyday occurrence and we need a resource for reference.
