Show the Contract Schedule of Values During Prebilling Quantity Entry

Currently you have to build the monthly prebilling list Bill Item by Bill Item. It would be extremely useful to see the entire schedule of values from the contract rather than searching through Bill Groups and then through Bill Items within those Bill Groups. Bill Items get missed, change orders get ignored, and the users blame the mysterious mechanics of the software rather than user interface.

While we're redesigning this screen, let's add a JTD quantity and a Contract quantity for each Bill Item. That might start a conversation about quantity over runs and change orders before the billing cycle rather than during.
