Pre-timecard import error - Excel file instead of csv

We utilize the pre-timecard import function pretty heavily across our companies. Occasionally we experience lock ups where people are not able to access the pre-timecard import error screen (it bumps them back out to pre-timecard entry). We queried the error table and found that when this occurs, a lot of really weird characters show up in the table. We believe this is being caused by a user importing an Excel file rather than a .csv file. We keep having to clear the file (after hours) to resolve the problem (since no one can get in to review or delete the error lines).

We'd like to have Spectrum notify a user at upload time that an Excel file is NOT allowed (if they attempt to upload anything other than a .csv file), and to time out there instead of pushing all of the erroneous data into the error file (and locking everyone out of the error screen).
