Flag Job as Tax Exempt-visual indicator of tax status

Many of our projects are tax exempt.  Would like a way to flag a Job as tax exempt, so that a message appears in other screens (PO entry, AP, etc.)

Right now, we have to look up project exempt status outside of Spectrum.  This is not efficient and leads to errors.
