Data Exchange Employee Deductions and Addons set amount to zero

In Data Exchange you cannot change the deduction or addon amount of an employee to zero.

This feature used to work in older versions of Spectrum, but it does not work any more.

We need to be able to change deductions to zero each week, but we cannot do it.

Please fix.
