HR Benefits should auto-add Matching Code

In the HR Module, we have the ability to designate a matching code for Benefit Codes, and this is your suggested method for keeping track of the Employer portion of health insurance cost for W-2 reporting.  However, when we activate the Benefit code, the corresponding matching code is not automatically activated also - we have to manually activate it.  This doesn't make sense, if they're a defined pair then they should add/remove together automatically!

This has led to a lot of folks having the Benefit correctly assigned but no matching code, until we've gone back and caught it after the fact.
