Limiting a license

I'd like to discuss the pros and cons of being able to limit one of your licenses to only be used by certain users. That way those priority users can always have a chance to get in the system at busy times.

So maybe 12 field guys share 6 licenses and then 3 executive users have 1 reserved license that nobody else can borrow. But then if one of the elite 3 were in already, then the other 2 could still go and use a field license if there were any leftover.
