Locking the final invoice approver

We would like to be able to make it so that people approving invoices cannot delete the final approver. At the moment we can take away the ability for people to edit the approval queue, but we do want our approvers to be able to add in people after themselves.

What we don't want is for people to be able to delete the owner of the company (the final approver) so that the invoice could theoretically stop at them and go straight for payment.

Approver 1
Approver 2 (me) ---> ...invoice goes straight for payment
Approver 3 (deleted)
Approver final (deleted)
