Locking Original Budget

We would like the ability to lock the original budget once it's been entered/imported and confirmed so that others cannot make changes to it on accident since it's a part of the phase setup screen.  Would need to have the ability to unlock and make corrections if necessary.  Maybe a Utility type menu with higher security would be appropriate.
