Reclassify Job Cost History

The reclassify history should not be limited to allowing moves based on the current open periods, if the period the original entry was posted it should default to the current open period and allow the posting.  This feature is nice as it's easier to move cost but if we have already closed the period before it is determined something needs to be moved we have to manually move it put it in the current period.
