Provide option for including proposed PO's in committed cost or not

I understand that in V13 the proposed PO amounts were not included in the committed cost amounts, but in V14 they are included.  

This is causing an issue when we provide customers with reports that include committed cost amounts for PO's they have not approved, but the PO's are only proposed in Spectrum.  

A proposed PO is NOT approved or issued and therefore not committed. If it will not be changed back to how it was in V13, I would suggest that there be an option on the install screen to select whether we went to include the proposed PO in committed costs or not. This would allow for us to decide how we want those proposed PO's amounts to appear on the reports.
