AP Invoice approval - allow 1st approver to approve without phase or cost type information

We have a company that has multiple approvers for AP invoices. The first approver is Accounting that reviews the invoice for tax purposes. The second approver is the project manager, who is aware of the job costing phase and cost type detail. We would like the ability for the FIRST approver to pass the invoice along to the SECOND approver without requiring job cost phase or cost type detail being entered. The help files indicate that is the way the system currently handles it, but we confirmed that is not the case with D+C (and they will be modifying the help files as a result). 

Phase and cost type information should be required BEFORE the confirmation step, but should not be necessary until the final approver.

  I am very disappointed that this idea has a status of will not implement. I was told by support that we should not allow invoices that are expensed to several different projects to be entered as one invoice. They stated we should enter each as separate invoices. We are a $350M company and this is ridiculous. It is responses like this that make me think that we have outgrown the product.

  There are two others who probably feel the same way. How do we go about finding out if there are others who have not taken the time to submit a suggestion? I would like to speak with someone about this directly.
