Automatically generate and post applied overhead.

This happens automatically  if it's only calculated on payroll but if it's based on more than payroll it becomes a manual process.  This becomes a problem if not done daily and PMs are billing T&MTS jobs and the applied overhead has not been processed.  Other systems do this so it would be nice if Spectrum could as well.
