Idea: HR Time Off Management to use latest hire date instead of original hire date

More information: Enhancement - Customer's need the ability to build a list of employees who latest hire date falls within a specific range during the Time Off Management.

Business Reason - Time Off Banks for re hire depend on the latest hire date rather than the original hire date. Current programming builds the list for original hire date which excludes those employee that are re hired. Thus, to include all potential employees the from date would need to be blank reducing the effectiveness of this screen
