Create PO from Submittal item

Currently, a user can create a Change Request directly from a RFI by clicking on the "Create Change Request" button.  Add a button that allows the user to create a Purchase Order directly from a Submittal item.  Documents attached via DI should be included on the PO.  Give the user the ability to select which documents they want attached to the PO.
