Idea: TM - want ability to not tax Labor, but tax Material, same job - from UC

More information: they were told by auditors that they should not charge taxes when the labor is testing, but material would still be taxable - they would like to have a checkbox that Labor is taxable or not, Material is taxable or not, that could be put on the TM Billing setup screen.
