WO labor level - comes from customer on site instead of customer on WO

When writing a new work order, the system defaults in the labor level from the customer associated with the site.  This is great most of the time, however, we do work for multiple customers at the same site.   

If you enter a new customer on the work order other than the one defaulted from the site code, the labor level still comes from the customer on the site code.

Examples of where this happens for us:

1. Colocate cell sites - we work for the property owner, the cell companies, and other contractors working for the cell companies.  All of them can have different rates.
2. Properties where the property manager has changed.
3. National maintenance contractors for retail stores - we work for many of these in our area, and sometimes they loose accounts and retail chains are then serviced by another national maintenance contractor.
4. Working for a general contractor building a site and then coming back and doing maintenance for the end customer directly after the general contractor's work is done.

We didn't even realize this was happening and thought it was our people writing work orders and putting incorrect rate levels in.  It is not practical for people to catch what is happening as they write them, and yes - I can make a report to run once a week or something to look for work orders with incorrect rate levels and then adjust them individually, but that is a work around to a programming issue that can be easily addressed in V14 by calculating the labor level after the customer has been entered on the WO.
