Users should have the ability to reset forgotten passwords via email request automatically generated by Spectrum. This would help eliminate then need for direct intervention by administrators, to manually reset users passwords

This is already a feature of the system. Check out System Admin | Security | Password Policy. Once there, select the "Enable the 'Forgot password requests'" option.
