Expand documentation for web services to include a comprehensive list of response messages, formats, and scenarios that could be encountered when receiving results from each individual web service.
This would help by giving visibility to what responses should be expected when debugging, trying to relay information to users when using the services, and drastically cut down on the need for every developer using them to essentially reverse-engineer the service to figure it out for themselves.
There is a lot of inconsistency in the web services, and not much in the way to try and help work around that aside from brute testing or attempting to address things as users encounter unexpected errors.
