I agree - when it comes to the contracts - the date of Substantial Completion requires that subcontractors be paid holdback amounts within 45 days of substantial completion. This date could be tied to subcontracts and if any change orders mean the date needs to be modified - then perhaps a warning pops up, report is flagged, just to have the system bring light to this.
