The old way prior to update 14.27 with the little blue folder if there was a note was really clear. The new Yes or No method is too busy looking. The "Yes" get lost and our users are not "seeing" it as easily as before. Possible solution, just put a Yes if there is a note and leave it blank if there are no notes attached. My Controller and CFO really want to get this resolved.
