A WO cannot be closed without a 'cost'. The only method is to create a zero invoice. It would be great if this step could be eliminated.

Alternatively, there is the 'Close Outstanding Work Orders' option in WO | Data Entry. You can set the work order's status to complete without having to create a billing.
Note: As of January 2020, this feature only supports site work orders. The next service pack will allow you to close out job work orders as well.
