We need to update information on existing customers and would like to be able to use an SDX template to save time. We want to update terms codes as well as add customer type codes. There is an UpdateVendor web service but nothing for customers.

This is a great idea - we have had to do numerous projects in the past to update every single customer file one by one. This would save a ton of time.
Given the comments on this, it looks like this project is due to be completed soon. Right?

YES! I have wanted this for a long time also. I think I put in an enhancement request a few years ago.
