I've found that "When a distribution group is assigned to a work item, any member of that group can take action on the work item to change the ball-in-court for that item" ... A user's permission level should not be Overridden simply because they are part of a "Distribution Group". Not knowing this until I found the tiny print, we had members with lower permission levels APPROVE submittals before the Architect even saw them! We had to delete the Distribution Groups, as this oversight by TEAM makes them useless. Please fix this!
