Add Remarks Field to Estimates - something that will NOT override Phase Descriptions

Currently when you import estimates, while you can mark the box to not override phase defaults - the description field is NOT included in that. We would like the option to add a description in the estimate without screwing with the phase name. For example, we have a phase for Surveys, on the estimate we may have three different types of surveys, we need a line for each one for the amount/type but all to the same phase so we can see how the estimate was generated without going to an outside program.
