The SOAP command currently does not support adding the Pay Effective Date when adding a new employee.

This causes (what appears to be) a random date being entered into the employee's Pay Rate. And because the Pay Type and Pay Frequency are required by upon import by Spectrum, there is no getting around this.
It would be nice if we can either:
Make the Pay Type and Pay Frequency not required when using AddEmp_Req
Or, add the Effective_Date syntax to the AddEmp_Req SOAP command
Trying to use JSON instead results in a 500 error and the employee is not imported at all.
