Workflow based on Key Personnel instead of Contract Attributes

Workflow for PO's is based on Contact Attributes. This means that if I have two employees with "Project Manager" as an attribute in the contacts for a project, the workflow will automatically go to the person based on alphabetical order with the "project manager" contract attribute, rather than who is the assigned PM for that project under Key Personnel. This allows a contact who is not authorized to approve a PO on a project, the ability to approve a PO. My work around for this is having an incomplete contacts list for the project.
