If job status is complete, and the Disallow revenue entry? box is checked, do not allow a user to create a draw for that job. I know the header for the "next" draw is automatically created when a draw is posted but users should not be able to do anything with that header if the job is closed. Even if they can look at it, they shouldn't be able to do anything with it. I tell a project manager that I can't post a draw because the job is closed and they immediately argue that "Spectrum let me create the draw". Don't let them start something that can't be finished.
