Currently user with Payroll security level 4 or higher is required to access 'Edit' button in the DOCUMENTS | Notes section. It might be necessary to restrict a user from editing employee record but allowing adding or altering employee related notes. It might make sense to review other areas of Spectrum for consistent access to Notes.
