Once you make service contract inactive, you also need to delete the future scheduled transactions, otherwise they are processed in a batch.
Here we are saying inactive for short period. This makes extra work to delete and then recreate when the service contract is made active again.
Technically, I believe, inactive should be "inactive" and should not be able to process any related transaction.
