It would be helpful on our PW jobs to allow the job set up to control which PW classifications are authorized on the job based on the bid. Suport is saying we cannot import into the job specific payroll setup

While I don't have an answer to this in the way you asked it, I can offer you a way to handle manually.
JC Active Wage Codes Only in Phase Copy

Phase Copy has been enhanced to only copy selected unions with active wage codes. Clients using Traqspera reported that inactive wage codes appeared on the lists causing confusion to their users.
This option will be selected by default.
There are two different uses of Phase Copy.
Copy Phases to New Job: The Phase Copy utility creates phases based on the ‘old’ job. Optionally, you can also copy the estimates from the ‘old’ job.
If the entered union code also exists on the phase, the utility will only copy that specific wage code and union code onto the new job’s phase. When the union code is not entered, the wage code & union code will not be added to the phase.
Auto Create Wage Codes: It may also be used to set up all wage codes based on the entered union codes for the new job on Job Payroll Setup.
For example, assume that the union code has five (5) wage codes defined on it. When the user enters this union code on the Phase Copy page, the utility will add the five (5) wage codes for this union code. This simplifies setting up the various wage and union code combinations needed for the job.
Power User Tip: Quickly Setup All Wage + Union Codes
To quickly add all wage code / union code combinations to the Job Payroll Setup page, enter that job number as both the old job and new job. Then enter the union codes that you want wage codes added.
While no new phases will be created, all combinations of the wage codes for the defined union code will be added to the Job Payroll Setup page automatically.
