The billing worksheet should be available for the 1st draw and once the Schedule of Values is set up. The purpose is for the PMs to use to advise what to bill and how can they do that on the 1st draw if it's not available? Please make it available for 1st draw.

While not a great reason, there is actually a reason the system works this way.
In the 'olden days' (i.e. version 13, after setting the contract up, the user had to go into the Draw Request and 'add' the first draw. This was a common user error if you 'added' it multiple times.
In version 14, we handle this when you enter the Draw Request screen the system determines if it needs to add the contract details or not.
So if you call up the first Draw Request and enter the Job, Customer, Application number and the dates, the system copies the details from the Schedule of Values page into the draw.
If you do this first, you will be able to use the Draw Billing Worksheet.
Again, its not the best answer....but at least you know what's up here.
