When the description of a phase code is changed in Spectrum, that change does not populate on the Time & Material detail billing form. There are times when we need phase codes set up in advance for convenience. We use a temporary description until the mini-project scope has been determined. Once it's changed in Spectrum, that change doesn't float to the reports.
