We have an integration into spectrum and currently cannot pass in the new w4 fields into spectrum via web services.

It will only be in REST. We are no longer creating or modifying any SOAP services now. Going forward, if we need to add/modify a SOAP service, it must be rewritten as REST.
As for the Office Add-in, there will be two templates here. One for the SOAP service and one for the RESTful one.
will it be included in the SOAP XML web service? or just the REST web service?
This will be released in Spectrum 2021 R1.
Agreed - we are having to manually set all Employee tax information until this gets updated.
