Once a new customer is selected in Service Request, the new customer should hit workflow and should have a status of Not Used until it's approved according to Workflow Definitions

I would agree. This area is problematic in regards to security. We have pretty strict controls over who can set up new customers and in most cases, users who can set up jobs or work orders would not be able to set up new customers. Disallowing a user the ability to set up a new customer does NOT prevent them from setting one up in Service Request, though. We were told this is by design. We will be writing up an enhancement request for that as well. It seems that they intentionally (by design) do not want a new customer entered through service request to hit workflow as it's specifically designed for the "call-taker" to take incoming calls quickly and efficiently (which means adding a new customer without it having to go through any workflow or approval process before being able to be used).
