Allow a Job Work Order to be reopened as Active once it is marked Complete

A regular site work order can be re opened when marked complete.  Why not a Job Work Order?  We recently had a situation where the we needed to reopen a Completed job work order, but found we could not.  The Job itself was marked as Active but no joy changing the job work order back to active....  The fix is evidently creating a new Job Work Order to attach to the job.  That seems bogus to us.

    Right?! We've been wanting this feature since the time we started using job work orders.
