ET - Allow billing by weekly/daily rate (not rate per hour)

Currently ET billing is calculated on an hourly basis.  Spectrum gives us  the ability to enter different hourly rates depending on how may hours the equipment is on the job.  Spectrum does not give u.s the ability to enter a daily or weekly billing rate

We currently bill for 1 week (40 hours) if the equipment is on the job for 3 or more days and 0 days if the equipment is on the job for only 1 or 2 days.  Spectrum bills only for actual hours on the job.  We would like more flexibility in how this module bills equipment standby time to  the jobs.
