We have software that generates XML exports for Washington State and would be interesting in partnering to ensure our applicaiton works with Spectrum.
We designed our software because existing software was not easy to use or setup

At this time, we are not planning on creating the XML export for Washington State (or the next state that decides to write their own software....)
Creating state-specific formats is just not feasible in the long run. As it is possible that each of our 50 states (plus a few cities) could develop their own electronic certified payroll reporting requirements, it just isn't manageable for us to attempt to keep up with them all. Going forward, we will rely more on our partner's for these types of issues.

Is there a timeline for when Spectrum will have the XML export? We do not want to purchase LCP tracker.
While I can appreciate LCP as in interim solution we do not feel it is sufficient. The first issue is that we have to export to LCP, have them process, export to us, import to LNI. Our team would like to see an export from Spectrum/Viewpoint that is XML file that we can upload. Additionally, LCP will charge anywhere from $750-$1250 per year depending on the number of projects one has.

We are working with LCPtracker to create the XML file that the state of Washington requires for certified payroll. At this time, we don't know what changes will need to be made to Spectrum (if any). As we learn more, I'll pass new information along.
BTW: Vista is working with eMars to do the same thing.
Background: The state of Washington passed legislation in October 2019, requiring electronic certified payroll submissions by January 2020.
Temporary Solution: In the event that we cannot get the file to LCPtracker, clients can manually enter this information at the Labor and Industries (L&I) portal. While they will need to enter the data weekly, they can wait until the end of the month to submit it. Employees need only be entered once and they will then default on the following week’s report. Hours, wages, fringes and deduction amounts for each employee will need to be entered manually until we can support electronic filing. Not the greatest answer, but our clients can comply with manual entry until an electronic solution can be released.
Any chance we could get some feedback on this? For Washington companies this is a big deal. My Certified Payroll team are nervous about the amount of time it will take to have to manually submit Certified Payroll until Viewpoint is able to create an XML export. Some kind of acknowledgement would be greatly appreciated.
Update on WA L&I point of contact. I have another address for Leah Dominguez in case the other one does not work. I believe this one is her official email, Leah.Dominguez@lni.wa.gov.
If the viewpoint development team needs a point of contact with WA L&I I recommend reaching out to Dominguez, Leah (LNI) <hurl235@LNI.WA.GOV>. She is creating the training material regarding uploading XML data to their site. She can also provide you with a sample Schema and XML file. They have specific Schema file requirements. Also I have attempted exporting excel data to XML using L&I's Schema file but it is not supported in excel and errors due to it's layout. The only option then is a custom XML export from Spectrum. I'm hoping since you guys have done this for California you can do the same for WA. Cheers!
